As stated from Ace, please describe what you are trying to achive with isolating a not full Domain controller, because of missing FSMO roles.

The errors came back so I wen through the steps you recommended (rename the ..dll, delete the registry key, etc). Now we are getting new errors:

The errors started apperaing in the logs again so I followed hte procedure that you recommended (rename the .dll. delete the COM3 registry key, etc). Now we are getting new erros on the log ... |

You may be at a point where you will have to rebuild this box.
Try running the following at a command prompt nltest /dnsgetdc:domain.local /gc

The machine was to long out of the domain. You can find it in dcdiag output, when the last attemp was succesful for replication, somewhere in 2007.
