You may be at a point where you will have to rebuild this box.

Try running the following at a command prompt
nltest /dnsgetdc:domain.local /gc

Did you at one point lose S1 and rebuild it? Wondering ...

It looks for me, that S1 is not replicating correct, even the repadmin commands
show everything ok according to the USN's. Even itself is a GC, it states

Try this: Run it as administrator AND install it in the Documents folder
instead of the Program Files folder.

I would uninstall it, reboot and start the installer with the 'run as admin'
rights.
I would also make sure to install it outside the default 'program files'
